Haywood County -- September 17, 2024: Haywood County Government Press Release: The Haywood County Board of

Commissioners September Regular Evening Meeting was held on Monday, September 16th, 2024, at 5:30 PM. Please review the following board update and let Dillon Huffman, Public Information Officer, know if you have any questions.  

1. Administrative/Agency Reports/Presentations 
-Santek-Republic Services gave an update to the Board about the White Oak Landfill. Their report covers important details like how much waste the landfill handled and how the landfill is being managed.  
 
-We are pleased to introduce the newest Haywood County employees. We are so excited to welcome them to the team! 

2. Consent Agenda (passed) 
 
-Approval for the meeting minutes from September 3rd, 2024. 
-Approval for Releases, Refunds, and Discoveries from the Tax Assessor’s Office in August 2024. 
-Approval for the August 2024 Tax Collections update and refunds. 
 
-For informational purposes: Under state law G.S. 159-15, the governing board can allow the budget officer to move money between budget items within the same fund. These transfers must be reported at the board’s next meeting and added to the meeting minutes. This report shows the transfers made in August 2024 under the FY25 Budget Ordinance. It doesn’t need a vote and is just for information. 
 
-Approval to revise the ARPA Grant Ordinance, reallocating $0 to shift non-revenue replacement funds to cover the costs of Public Safety Equipment. The cost to build the new EMS base on Russ Avenue exceeded the budget using ARPA funds. After consulting with the School of Government, it was decided to use non-revenue replacement funds for recent ambulance purchases and public safety equipment, as these are eligible ARPA expenses. The county funds originally set for this equipment will now be used for constructing the EMS base, avoiding costly federal compliance requirements. 
 
-Approval of a budget amendment for the CDBG Armory grant of $454,618 to accept and allocate these funds for the EMS Base project. The grant provides additional funding through the Community Development Block Grant (CDBG) program, with no required county match and no extra spending conditions. Funds will be reimbursed as they are spent. 
-Approval of a budget amendment for Administration in the amount of $10,000 to accept and allocate a grant from the NC Department of Natural & Cultural Resources for the America 250 program. Also requesting approval for the County Manager to sign all necessary documents. The grant will be passed through to the America 250 organization, operated by the Haywood County Historical & Genealogical Society, a 501(c)(3) nonprofit. The funds will be used to establish and promote the Pioneer Heritage Festival. 

-Approval of a budget amendment for Public Health in the amount of $11,470 to accept and allocate additional funds for the WIC program. These funds come from Agreement Addendum 403 WIC and Addendum 415 WIC Breastfeeding Peer Counselor, provided by the NC Division of Child and Family Well-Being. The funding will support efforts to provide nutritious foods, nutrition education, and healthcare referrals for low-income individuals, as well as to boost program participation and retention. The funds will reimburse salaries for existing WIC staff and temporary staff to help serve Haywood County participants. 

3. Appointments (passed) 
-Approval for the appointment of Ann Geers to the HHSA Board as the Psychologist Member.
