Civilian Traffic Investigators in Minor Traffic Crashes
North Carolina -- June 10, 2023: In a groundbreaking move, North Carolina's HB140 bill, recently passed by the Senate, is set to significantly change how minor traffic crashes are handled in the state.
Under this legislation, civilian traffic investigators will be granted the authority to investigate and document non-injury-related fender benders, a previously reserved responsibility for law enforcement officers. While the goal is efficient resource allocation, it is essential to note that law enforcement will retain exclusive jurisdiction over crashes involving alcohol, personal injury, or fatalities.
The bill would require investigators to complete a North Carolina Justice Academy training program and spend at least four weeks in the field alongside a police officer. They would wear a different uniform and not carry a sidearm. Their vehicle lights wouldn't be blue.
