WNC -- January 8, 2025: The Federal Emergency Management Agency (FEMA) has announced the conclusion of its Transitional Sheltering Assistance (TSA) program for residents displaced by
 
Hurricane Helene in Western North Carolina. The program, which provided hotel accommodations as temporary housing, is set to end on January 11, 2025. This decision comes as FEMA transitions survivors to longer-term housing solutions, a standard procedure following natural disasters.
 
Why is the Program Ending?
FEMA’s TSA program was designed as a short-term relief measure to provide immediate shelter for those who lost their homes in the aftermath of Hurricane Helene. The program has been extended multiple times to accommodate ongoing recovery efforts, but federal disaster recovery initiatives are not intended to provide indefinite housing support.
According to FEMA, ending the TSA program allows the agency to focus its resources on more sustainable housing solutions. These include rental assistance, Direct Temporary Housing Assistance (DTHA), and other programs aimed at helping survivors find permanent housing.
 
FEMA’s Direct Temporary Housing Assistance options include:
Transportable temporary housing units.
Direct leasing of existing rental properties.
Repair funding for vacant multi-family rental properties to make them available to survivors.
Impact on Survivors
Many residents in Western North Carolina are still struggling to rebuild their lives following the devastating impact of Hurricane Helene. The end of TSA may leave some vulnerable individuals scrambling for immediate housing solutions. FEMA has encouraged survivors to remain in contact with the agency and local support organizations to explore available resources.
“We understand that the recovery process takes time, and we are committed to supporting survivors in their transition to permanent housing,” said a FEMA spokesperson. “Our long-term housing programs are in place to ensure no one is left without options.”

As TSA ends, FEMA emphasizes the availability of other assistance programs:

Home Repairs: Funding to repair damaged homes, making them safe and habitable.
Community Housing Solutions: Collaboration with state and local agencies to provide access to temporary and permanent housing.
Survivors are encouraged to work with case managers and FEMA representatives to develop a personalized recovery plan.

State and local agencies in North Carolina have partnered with FEMA to offer additional housing options and support services. Programs such as the North Carolina Housing Finance Agency’s disaster recovery initiative provide complementary assistance to affected residents.
