
Attorney General Jeff Jackson Wins Judgment Forcing Robocaller Out of Telecommunications Business
Raleigh -- Press Release North Carolina Attorney General's Office Jeff Jackson's Office: This week, Attorney General Jeff Jackson and seven other states won a court ruling permanently barring robocall scammer John Spiller from operating in the telecommunications industry and ordering him to pay more than $600,000 in costs and attorney’s fees for violating the court’s order that North Carolina won against Spiller in March 2023.
Spiller owned and operated several voice service providers that initiated and facilitated tens of millions of illegal robocalls to North Carolinians, including to people whose numbers were on the Do Not Call Registry.
“This fraudster helped make billions of scam robocalls to steal from people all over the country for years, including here in North Carolina,” said Attorney General Jeff Jackson. “This is a huge win that will help keep millions of people safe from phone scams and fraud. I’m grateful to the NCDOJ attorneys who led the team that got this done. Anyone who tries to hurt or rip off North Carolinians will run up against my office and be held responsible.”
The court order bars Spiller from starting any other telecommunications companies, permanently bans him from working with certain individuals who helped him engage in this violative conduct, bans him from further making any deceptive representations using aliases in government filings, and requires that he pay over $600,000 in attorney fees and costs to the states who joined in the litigation against him.
In 2019 and 2020 alone, Spiller’s companies were responsible for facilitating more than 75 million robocalls to North Carolinians, including over 34 million to people on the Do Not Call Registry. NCDOJ sued Mr. Spiller in 2020 over these unlawful robocalls and successfully helped shut down several of his companies in 2023. Spiller’s companies included Rising Eagle Capital Group LLC, Rising Eagle Capital Group–Cayman, JSquared Telecom LLC, and more.
Attorney General Jackson was joined in winning this order by the Attorneys General of Arkansas, Indiana, Michigan, Missouri, North Dakota, Ohio, and Texas.
