BRYSON CITY, NC – Swain County Sheriff Brian Kirkland has announced the arrest of three individuals following a joint investigation into allegations of misconduct involving a former employee at East Swain Elementary School.
The investigation was launched after an official with Swain County Public Schools reported concerns regarding the treatment of a student with a disability. The Swain County Sheriff’s Office collaborated with the North Carolina State Bureau of Investigation (NCSBI) to conduct a thorough review of the allegations.
Charges and Defendants
As a result of the collaborative effort, the following individuals have been charged:
Donita Waldroup Guest
Two counts of Felony Assault on an Individual with a Disability
One count of Felony Second-Degree Kidnapping
Four counts of Misdemeanor Assault on an Individual with a Disability
Bond: No Bond
Melody Stroupe Cloer
One count of Felony Assault on an Individual with a Disability
Bond: $25,000.00
Kathryn McKenna Shaver
One count of Misdemeanor Assault on an Individual with a Disability
Bond: $3,000.00
