WNC -- For many homeschooling families in Western North Carolina, there is a common desire to participate in local school sports, bands, or clubs. While these programs are funded by the property taxes we all pay, the path to joining them is not as simple as showing up for practice.
The Current Rule: Dual Enrollment
In North Carolina, 100% full-time homeschoolers do not currently have a legal right to participate in public school activities without "enrolling" in the school system to some degree.
The Attendance Requirement: To be eligible for sports or band, a student must typically be physically present on campus for at least one-half of the school’s instructional day.
Class Blocks: In Haywood County and surrounding WNC districts using a block schedule, this means your child must attend two full classes at the school every day.
Grades and Conduct: Once dually enrolled for those two classes, the student is subject to all public school grading scales, attendance policies, and disciplinary rules.
The Cost of Participation
Even though you are a taxpayer, there are still out-of-pocket costs associated with joining these programs:
Instructional Fees: Parents must pay standard fees for the specific classes the student attends (such as art supplies or science lab fees).
Athletic Fees: Most schools charge a "Pay-to-Play" fee to help cover the cost of referees, equipment, and travel.
Insurance: Participation often requires proof of insurance or the purchase of a school-offered accident policy.
The Future: Senate Bill 48
There is a specific piece of legislation designed to change this "attendance" requirement:
The Name: Senate Bill 48, titled the "Access to Sports and Extracurriculars for All" act.
The Goal: This bill would allow homeschoolers to remain 100% at home for their education while paying a "participation fee" to join school teams and clubs.
Current Status: As of April 2026, this bill is stalled in the Senate Rules Committee.
The Bottom Line: Until this bill officially becomes law, the "Two-Class Rule" remains the only way for a homeschooler to play for a public school.
