The alliance, announced at an on-site ceremony on Wednesday, October 29, 2025, underscores the state's dual commitment to restoring this vital economic lifeline and ensuring the safety of every worker on the challenging, multi-year construction site.
The partnership, driven by the North Carolina Department of Labor (NCDOL) and its Occupational Safety and Health (OSH) Division, is an essential element of the state’s massive recovery strategy following the catastrophic damage caused by Hurricane Helene in late September 2024.
Prioritizing Worker Safety in the Gorge
Labor Commissioner Luke Farley emphasized that while the physical reconstruction is an engineering marvel, protecting the human element remains the highest priority.
"Hurricane Helene caused so much destruction across our state—to our homes, our infrastructure, and our communities," said Commissioner Farley. "We cannot allow lives to be lost in the rebuild. That's why this safety partnership is so important. Together with AMES Construction and our incredible OSH Division, we're ensuring that every worker goes home safely each day while rebuilding one of North Carolina's most critical roadways.”
The formalized agreement focuses on proactive measures, including:
Enhanced safety training programs.
Continuous and open communication among all project partners.
Rigorous monitoring of the construction site by NCDOL's OSH experts.
The Scale of the Damage and Reconstruction
Interstate 40, a major corridor for commerce and travel between North Carolina and Tennessee, was rendered impassable after Helene’s floodwaters caused the Pigeon River to wash away entire sections of the eastbound lanes between mile markers 0 and 5.
NCDOT Engineer Blake Soblesky described the unexpected nature of the damage:
"What they thought was a rock slide... to our surprise, it was not a slide at all; the river washed out the highway. A significant portion of the eastbound lanes is completely gone," Soblesky noted, underscoring the unprecedented scale of the repair effort.
Crews have been working seven days a week to repair the corridor. While temporary repairs allowed for a partial reopening of one lane in each direction on the stabilized westbound side in March 2025, the permanent reconstruction is one of the most complex infrastructure projects in state history.
The $1.3 to $1.4 billion project involves complex geotechnical work, including the construction of massive, resilient walls made of roller-compacted concrete and other materials to permanently secure the highway's base against future catastrophic flooding. The ambitious project is currently aiming for a full reopening of all lanes by Fall of 2028.

The lengthy closure and detour routes severely impacted the economy of Western North Carolina. The disruption to the region’s tourism industry, in particular, was significant, with businesses and communities relying heavily on the I-40 corridor for visitor access and commercial traffic.
The commitment from the state and AMES Construction signals not just a physical rebuild, but an effort to restore regional stability.
"Rebuilding I-40 is about more than repairing a highway—it's about restoring opportunity, resilience, and hope,” Commissioner Farley stated. “We're proud to work with AMES Construction to make that happen safely.”
As reconstruction continues, the NCDOT and its partners are drawing on significant federal aid—the largest single-state emergency relief allocation in the Federal Highway Administration’s history—to finance the complex job of creating a more resilient highway for the future.
