Washington -- September 2, 2026: The U.S. House of Representatives voted 413–2 on Tuesday to formally censure Representative Chuck Edwards (R-NC), issuing a rare public rebuke following a bipartisan investigation into his conduct toward two female staff members.
Speaker Mike Johnson summoned Edwards to the well of the House chamber, where the formal resolution of censure was read aloud. Only Edwards and Representative Ralph Norman (R-SC) voted against the resolution. All other 13 members of North Carolina’s congressional delegation, across both parties, voted in favor. Edwards becomes only the 29th lawmaker censured in the chamber’s history.

Rule Violations: The bipartisan House Ethics Committee report, released August 3, 2026, concluded there was substantial evidence Edwards violated the spirit of House rules against sexual harassment and creating a hostile work environment.
Lavish Gifts: Investigators documented extensive personal gifts to the two junior staffers, including designer handbags, jewelry, shoes, personal electronics, a KitchenAid mixer, and engraved firearms.
Boundary Crossings: The report cited late-night personal texts, comments regarding appearance and weight, paid private dinners, personal trips, and instances where Edwards isolated the aides from colleagues, causing office friction and contributing to their departures from the office.
No Physical Propositions: The committee explicitly noted investigators found no evidence of sexual activity or explicit romantic propositions, but determined that a reasonable observer would view his persistent pattern of behavior and boundary violations as unwanted romantic advances.
Edwards' Floor Apology and Defense
Apology to Aides: Speaking on the House floor before the vote, Edwards apologized directly to the two former staffers: "I am sorry. I'm sorry that my actions, my judgment or the way that I expressed a friendship ever put either of you in an uncomfortable position. I recognize now that my understanding of those relationships may not have always matched yours".
Disputing Harassment Finding: Edwards forcefully argued the committee's findings did not justify the severe label of sexual harassment, telling members: "Regret is not an admission of sexual harassment... generosity is not sexual harassment".
