Buncombe County has finalized the purchase of land on Deaverview Mountain, also known as Spivey Mountain, to create its largest public park, second only to the proposed Pisgah View State Park. The park will provide recreational opportunities for Asheville residents, including hiking trails and picnic areas, with potential for future development.
The county acquired 342 acres through a partnership with the Southern Appalachian Highlands Conservancy (SAHC). The total cost is estimated at $8,950,000, which includes funding from an Outdoor Recreation Legacy Partnership (ORLP) grant and matching funds from sources including SAHC's Land and Water Fund.
The Buncombe County Commissioners passed a resolution in 2023 to explore creating the park. The ORLP grant was formally accepted in September 2025. The purchase was finalized Thursday.
Location and Features
Deaverview Mountain is located just outside Asheville city limits in Buncombe County. The site features forest, existing trails, overlooks, and natural habitats; the summit offers views, according to the developer.
Partners and Goals
Buncombe County Parks & Recreation led the acquisition. A key partner, SAHC, secured an option on the land and provided funds. The landowner wished to preserve the property.
Goals for the park include protecting the land from development, preserving biodiversity and water quality, and providing public trails and overlooks. The park aims to boost outdoor recreation and the local economy, as well as support environmental education and nature access.
Next Steps
Following the purchase, a master plan is expected to be developed in early 2026, followed by the design of facilities, trails, and amenities. The county will solicit public input via its website and social media. Existing trails allow for immediate passive recreation, such as hiking and nature viewing.
