The Plan will be submitted to the NC State Board of Elections for final approval.
More than 700 people chimed in on a public input survey on the proposed plan with more than 900 comments. Most participants approved the proposed plan as written. Weekend hours, accessibility, increasing voter education, and election publicity were the top concerns.
After discussion of possible sites for a North Asheville polling location, the plan was approved with 10 Early Voting sites including the North Asheville Library. The Board also included another site at Upper Hominy Fire & Rescue to better serve the growing South Buncombe area. The plan for Early Voting runs from Feb. 12 to Feb. 28 and includes an inclement weather policy, and outlines weekend hours including Feb.21, Feb. 22, and Feb. 28.
Deputy Elections Director Neggy Fox emphasized how the plan will meet the demand for the primary election and support poll workers. Another voting plan will be created and adopted for the November 2026 Midterm Election.

Inclement Weather:
If Buncombe County closes or operates on a delayed schedule due to inclement weather, each
Early Voting site will follow Buncombe County’s directive. In case of partial closures, the Board
