Asheville -- May 3, 2026: A new initiative, the Bulldog Promise program, is set to provide Southwestern Community College (SCC) students with a guaranteed pathway to UNC Asheville (UNCA), streamlining their transition to a four-year degree. Launched through a Memorandum of Understanding signed on April 29, 2026, the program aims to benefit students from the Qualla Boundary and Jackson, Swain, and Macon counties, with guaranteed admission to UNCA starting Fall 2026.
To qualify for the Bulldog Promise, SCC students must maintain a 2.0 GPA, remain in good academic standing, and complete an associate degree in a college transfer program. This direct-entry pathway ensures that all credits from qualifying SCC programs will transfer fully to UNCA, eliminating the need for students to repeat courses or lose valuable time in their educational journey.
Financial and Administrative Benefits
The program is designed to remove the financial and logistical barriers often associated with the transfer process. Key features include:
Application Fee Waivers: Students participating in the Bulldog Promise can apply for a waiver of the UNC Asheville application fee.
Early Access to Resources: From the moment students sign up, they gain early access to UNCA’s financial aid communications, orientation, and registration resources.
No Participation Fee: There is no cost for students to join the program.
Students can sign up for the Bulldog Promise online via a UNCA Transfer Counselor. This streamlined approach is intended to enable students to graduate from a public liberal arts university with significantly less debt.
Leadership Perspectives
UNCA Chancellor Kimberly van Noort commented on the initiative, stating, “Southwestern Community College graduates looking to advance their education will find a welcoming home at UNC Asheville, and we’ve made it our mission to make that transition as smooth as possible.”
The agreement was formally signed by SCC President Dr. Don Tomas and Chancellor van Noort. Dr. Tomas added, “Ultimately, our students will benefit—and that’s good for all of us as well as for the communities we serve.”

The Bulldog Promise addresses existing barriers to bachelor’s degrees for rural Western North Carolina students by offering a predictable and seamless path, consistent with North Carolina’s articulation agreements. This reduces both costs and the effort students typically expend searching for transfer options.
The program builds upon similar UNCA initiatives, such as the “Bobcat to Bulldog Promise” with Haywood Community College and the “Bulldog Trailblazer Promise” with A-B Tech. While official reports currently focus on the program's mechanics and intended benefits, the initiative marks a significant step in regional educational cooperation.
