One of Western North Carolina’s leading clean energy employers, Pine Gate Renewables, has filed for Chapter 11 bankruptcy, confirming the immediate loss of over 223 jobs in Buncombe County. The company’s Asheville plant closure leads to laying off about 78% of its workforce. The collapse, and the earlier wind-down of its subsidiary Blue Ridge Power which shed over 500 jobs, is directly attributed to the “One Big Beautiful Bill Act,” signed by President Donald Trump in July 2025.
The Asheville-based developer, which successfully launched and operated more than 100 solar facilities nationwide, stated in its filings that the sudden policy shift destroyed the financial viability of its entire portfolio.
The Policy That Erased Profitability
Pine Gate Renewables, like the rest of the utility-scale solar industry, relied heavily on federal Investment Tax Credits (ITCs) and other subsidies to secure the billions of dollars in financing required for massive solar projects. The passage of the “One Big Beautiful Bill Act” shattered this financial model overnight.
The key provisions of the July 2025 Act that triggered the corporate failure were:
Elimination of Tax Credits: The Act abruptly eliminated or accelerated the phase-out of the cornerstone solar ITCs years ahead of their scheduled sunset. This move immediately removed the guaranteed return on investment that financial backers relied upon.
Imposed Trade Restrictions: The new law placed severe and costly limitations on sourcing materials from countries like China, putting what the company called “extreme pressure” on its liquidity and raising project costs beyond recovery.
By simultaneously destroying the industry's essential revenue stream (tax credits) and imposing massive supply chain costs, the policy reversal left Pine Gate Renewables with no path forward.
“The elimination of federal investment tax credits for solar projects under the ‘One Big Beautiful Bill’ substantially cooled interest in investing in or acquiring solar projects,” according to court filings.
Economic Fallout in Western North Carolina
The closure of the Roberts Street facility impacts the heart of the region's green energy sector. The job losses, coming just months after the Act was signed, demonstrate the immediate and devastating effect of the federal government prioritizing fossil fuel interests over the renewable energy economy.
Local analysts report that while the company faced internal operational challenges, the market disruption caused by the Act made any existing financial weaknesses insurmountable, effectively signing the company's death warrant. The sudden loss of more than 700 clean energy jobs in the WNC region over the last few months is a direct consequence of the new federal actions.
