Asheville -- The Asheville City Council is set to convene for a busy session on Tuesday, April 28, 2026. The evening is headlined by significant budget amendments for storm recovery and a public hearing regarding a major downtown zoning request.
Meetings will be held in the Council Chamber on the 2nd Floor of City Hall, located at 70 Court Plaza.
Afternoon Worksession: Policy and Finance
Before the formal evening meeting, Council will hold a Policy, Finance, and Infrastructure Worksession at 3:00 p.m. These sessions are designed for deep-dive discussions into the city’s annual budget process, capital improvement programming, and sustainable infrastructure planning.
Note: While the public is encouraged to attend or watch the worksession, public comment is not accepted during this portion of the day.
Evening Formal Meeting: Key Agenda Items
The formal meeting begins at 5:00 p.m. and includes several high-priority items:
Helene Recovery Funding: Council will consider a $7.2 million budget amendment. Of this, $5.1 million is earmarked for ongoing Helene disaster recovery and response (funded by FEMA and state reimbursements), while $2.1 million comes from insurance proceeds related to recovery projects.
Stormwater Infrastructure: Two separate contracts with Bolton & Menk, Inc. and TRC are on the table for design and engineering services to repair or replace damaged stormwater infrastructure across the city.
Biltmore Village Restoration: A budget amendment of nearly $2.5 million from the N.C. Department of Commerce’s SmBiz Infrastructure grant program is slated for the design and restoration of public infrastructure in the historic Biltmore Village district.
Affordable Housing: The Housing Authority will seek approval for up to $18.02 million in Multifamily Housing Revenue Bonds for the Pine Lane Apartments.
Downtown Zoning (50 Coxe Ave): A public hearing will be held to discuss a conditional zoning request for 50 Coxe Avenue, moving from Central Business District to Central Business Expansion.
